The above are angels, two men in shining garments, messengers of God, speaking His words as the followers of Christ came to the tomb looking for His dead body. They continued in this context, the passage eventually describing, to those who believed He is risen and is alive again in human form, how He reveals Himself to those who’ve (unknowingly) walked with Him and heard Him.

Luke 24
6 He is not here, but is risen: remember how he spoke unto you when he was yet in Galilee [when he spoke to those who were in His inner circle],
7 Saying, The Son of man must be delivered into the hands of sinful men, and be crucified, and the third day rise again.
8 And they remembered his words,
9 And returned from the sepulcher, and told all these things unto the eleven, and to all the rest.
10 It was Mary Magdalene and Joanna, and Mary the mother of James [all these names tell of those who, by receiving the grace {correct teaching freely given} of Jehovah, rebelled against the status quo, against the corrupt thinking reigning over God’s people, and thereby are those who will supplant the corrupt established orders], and other women that were with them, which told these things unto the apostles.
11 And their words seemed to them as idle tales [as unknown tongues], and they believed them not.
12 Then arose Peter, and ran unto the sepulcher; and stooping down [bowing, as in the title verse, and then seeing the tomb is empty], he beheld the linen clothes laid by themselves, and departed, wondering in himself at that which was come to pass.
13 And, behold, two of them went that same day to a village called Emmaus [they were going toward a lukewarm existence], which was from Jerusalem [which was a long ways from the teaching that flows from God, and what produces the peace of God {the opposite of the fear mentioned in the title verse}] about threescore furlongs.
14 And they talked together of all these things which had happened.
15 And it came to pass, that, while they communed together and reasoned, Jesus himself drew near, and went with them.
16 But their eyes were held that they should not know him.
17 And he said unto them, What manner of communications are these that you have one to another, as you walk, and are sad?
18 And the one of them, whose name was Cleopas [a renowned father], answering said unto him, Are you only a stranger in Jerusalem, and have not known the things which are come to pass there in these days?
19 And he said unto them, What things? And they said unto him, Concerning Jesus of Nazareth, which was a prophet mighty in deed and word before God and all the people:
20 And how the chief priests and our rulers delivered him to be condemned to death, and have crucified him.
21 But we trusted that it had been he which should have redeemed Israel: and beside all this, to day is the third day since these things were done.
22 Yea, and certain women also of our company made us astonished, which were early at the sepulcher;
23 And when they found not his body, they came, saying, that they had also seen a vision of angels, which said that he was alive.
24 And certain of them which were with us went to the sepulcher, and found it even so as the women had said: but him they saw not.
25 Then he said unto them, O fools, and slow of heart to believe all that the prophets have spoken:
26 Ought not Christ to have suffered these things, and to enter into his glory?
27 And beginning at Moses and all the prophets, he expounded unto them in all the scriptures the things concerning himself.

As you may understand, the title is referring us to Isaiah 8:19 where the same question is asked. As we know, in this passage the LORD, through Isaiah, is telling us not to join in the confederacy to which the culture is calling us. It is the conglomeration of the ignorant who are following the advice of men, who here are called “wizards who peep and mutter” who have “familiar spirits.” These are the self-appointed “experts” of our time, who as wizards, use their engineered words to manipulate and move the masses, peeping and muttering their counsel, for their own political and economic benefit. These latter aspects, greed and power, are the familiar evil spirits of the dead among us, opposing and contradicting God’s plan to raise all who listen, into more abundant life, through liberty, in which they pursue happiness. The dead want all dead, in their equal misery of subjugation and poverty under their control.

As we know, In Isaiah 8:6, the LORD says times such as now come when His “people refuse the waters of Shiloah that go softly, and rejoice in Rezin and Ramaliah’s son.” This is telling of what the chapter goes on to describe, God’s people refusing His advice, His word He here calls the “waters of Shiloah,” referring to the waters that flowed under (were the foundation) of Jerusalem. As we well know, Jerusalem, is from the Hebrew words yara’ and shalam, meaning what flows from God, teaching that is the foundation of peace: security in life, liberty, and property.

Rezin and Ramaliah’s son are speaking of those who God’s people are listening to and following, instead of Him. This leads to what verse 22 describes, as it has now, “And they shall look unto the earth; and behold trouble and darkness, dimness of anguish; and they shall be driven to darkness.” It is what these men and following their advice have produced, and their answer, their cure, is to drive it (the world) further into deeper darkness (ignorance and delusion), which is their desired result.

Isaiah 8
5 The LORD spoke also unto me again, saying,
6 Forasmuch as this people refuses the waters of Shiloah that go softly, and rejoice in Rezin [the king of Syria, whose word and advice, the confederacy with death and hell, are why he is here later referred to the king of Assyria {who brings communism} whose words and ideas come as a flood, from the word ratsown – meaning it brings the acceptable time, when the LORD comes to counter this king’s degenerative effects – see the post of 8 July 2019] and Remaliah’s [who Jehovah will shake] son [who is Pekah {meaning when we see this} – see Isaiah 7:1 and 2 Kings 15:27];
7 Now therefore, behold, the LORD brings up upon them the waters of the river, strong and many, even the king of Assyria [the steps descending into death – when all understanding is lost with the word – when the book is sealed], and all his glory: and he shall come up over all his channels, and go over all his banks:
8 And he shall pass through Judah; he shall overflow and go over, he shall reach even to the neck [the whole head is corrupted]; and the stretching out of his wings shall fill the breadth of your land, [into this the LORD comes to His elect remnant, with His word and advice– to preserve and protect those who love and keep His word] O Immanuel.
9 Associate yourselves, O you people, and you shall be broken in pieces; and give ear, all you of far countries: gird yourselves, and you shall be broken in pieces; gird yourselves, and you shall be broken in pieces.
10 Take counsel together, and it shall come to naught; speak the word, and it shall not stand: for God is with us.
11 For the LORD spoke thus to me with a strong hand, and instructed me that I should not walk in the way of this people, saying,
12 Say you not, A confederacy, to all them to whom this people shall say, A confederacy; neither fear you their fear, nor be afraid.
13 Sanctify the LORD of hosts himself; and let him be your fear, and let him be your dread.
14 And he shall be for a sanctuary; but for a stone of stumbling and for a rock of offence to both the houses of Israel, for a gin and for a snare to the inhabitants of Jerusalem.
15 And many among them shall stumble, and fall, and be broken, and be snared, and be taken.
16 Bind up the testimony, seal the law among my disciples.
17 And I will wait upon the LORD, that hides his face from the house of Jacob, and I will look for him.

19 And when they shall say unto you, Seek unto them that have familiar spirits, and unto wizards that peep, and that mutter: should not a people seek unto their God? [Should they be looking] for the living to [for life by following the advice of] the dead?

The coming of these types of wicked men and the effect they have is first spoken of by Isaiah in Isaiah 7:1 & 2. It goes on to describe Israel as Ephraim (God’s people at large, fallen away in these last days) under king Pekah, joined with Rezin the king of Syria (who opens the door to the degeneration and desolation), and because of this comes captivity, oppression, and communisms, which are described using the terms Egypt and Assyria. It is, as are all the words of God, written so we will understand this time and moment, and understand He is here, only known to those who have heard Him and had their minds opened.

Isaiah 7
1 And it came to pass in the days of Ahaz the son of Jotham, the son of Uzziah, king of Judah [these names tell of the elect remnant as those who’ve taken hold of Jehovah’s perfecting and by it received His strength], that Rezin the king of Syria, and Pekah the son of Remaliah, king of Israel, went up toward Jerusalem to war against it, but could not prevail against it.
2 And it was told the house of David, saying, Syria is confederate with Ephraim [God’s people at large who degenerated into communism, by following those who exalted their ways and ideas above God’s]. And his heart was moved, and the heart of his people, as the trees of the wood are moved with the wind.
3 Then said the LORD unto Isaiah [Jehovah’s salvation personified – he is Immanuel], Go forth now to meet Ahaz [those who God has taken hold of], you, and Shearjashub [and a remnant shall return – to the LORD] your son, at the end of the conduit of the upper pool in the highway of the fuller’s field;
4 And say unto him, Take heed, and be quiet; fear not, neither be fainthearted for the two tails of these smoking firebrands, for the fierce anger of Rezin with Syria, and of the son of Remaliah [the democrats and their communist ideas].
5 Because Syria, Ephraim, and the son of Remaliah, have taken evil counsel against you, saying,
6 Let us go up against Judah, and vex it, and let us make a breach therein for us, and set a king in the midst of it, even the son of Tabeal [claiming it will be pleasing to God]:
7 Thus says the LORD God, It shall not stand, neither shall it come to pass.
8 For the head of Syria is Damascus, and the head of Damascus is Rezin; and within threescore and five years shall Ephraim be broken, that it be not a people.
9 And the head of Ephraim is Samaria, and the head of Samaria is Remaliah’s son. If you will not believe, surely you shall not be established.
10 Moreover the LORD spoke again unto Ahaz [who God has taken hold of], saying,
11 Ask you a sign of the LORD your God; ask it either in the depth, or in the height above.
12 But Ahaz said [because of their unbelief], I will not ask, neither will I tempt the LORD.
13 And he said, Hear you now, O house of David; Is it a small thing for you to weary men, but will you weary my God also [by asking for a sign]?
14 Therefore the LORD himself shall give you a sign; Behold, a virgin shall conceive, and bear a son, and shall call his name Immanuel.
15 Butter and honey shall he eat, that he may know to refuse the evil, and choose the good.
16 For before the child shall know to refuse the evil, and choose the good, the land that you abhor shall be forsaken of both her kings.
17 The LORD shall bring upon you, and upon your people, and upon your father’s house, days that have not come, from the day that Ephraim departed from Judah; even the king of Assyria [communists – and how do you like them so far?].
18 And it shall come to pass in that day, that the LORD shall hiss for the fly that is in the uttermost part of the rivers of Egypt [the agitating words that have led to captivity and oppression – how do like it so far?], and for the bee that is in the land of Assyria [the sting of the death of life, liberty, and private property – how do you like it?].
19 And they shall come, and shall rest all of them in the desolate valleys, and in the holes of the rocks, and upon all thorns, and upon all bushes.
20 In the same day shall the LORD shave with a razor that is hired [they have taken away your jobs, as this speaks of], namely, by them beyond the river [after following the advice of the communists, the waters that flow into the sea, the masses], by the king of Assyria, the head, and the hair of the feet: and it shall also consume the beard.
21 And it shall come to pass in that day, that a man shall nourish a young cow, and two sheep;
22 And it shall come to pass, for the abundance of milk that they shall give he shall eat butter: for butter and honey shall every one eat that is left in the land [speaking of the remnant that make it through this, by eating these words, that come from the LORD].
23 And it shall come to pass in that day, that every place shall be, where there were a thousand vines at a thousand silverlings [GDP], it shall even be for briers and thorns [the misleaders now in positions of leadership – these are the communist democrats in power destroying the nation’s productivity].
24 With arrows and with bows shall men come thither; because all the land shall become briers and thorns.
25 And on all hills that shall be digged with the mattock [a hoe, which is used to remove thorns and briers from their positions of power], there shall not come there the fear [the irrational fear they have hyped, which incited the panic that brought surrender and self-destruction] of briers and thorns: but it shall be for the sending forth of oxen [God’s workmen], and for the treading of lesser cattle.

Isaiah 8:18 above is quoted In Hebrews 2:13 where 2 Samuel 22:3 is also quoted. These quotes come after Hebrews 2:12 quotes Psalms 22:22, and earlier in verse 6 thru 8 Psalms 8:4 thru 6 are also quoted.
